However, it turns out that the face textures were the problem, even though they are ~1 Mb. That pretty much confirms that there is funky within the engine itself when it comes to faces. If you know how to use FO4 edit, find the base records for each NPC from that mod and mark the flag "chargen face preset". That will tell you if it's the facegen.
